Under the current Japan tax-free shopping system,
foreign visitors buying items at tax-free stores
can qualify to purchase them
at a price that already excludes Japan’s consumption tax.
Some stores also use
a pay-first, refund-right-away setup
at an in-store tax-free counter.

But for purchases made on or after November 1, 2026,
that system is expected to change dramatically.
Going forward, even tax-free eligible items
will first be paid for at the tax-included price in the store.
Then, when you leave Japan, officials will check
whether you’re actually taking those items out of the country,
and the consumption tax amount will be refunded afterward.
In other words, Japan is moving to a post-departure refund system.

through October 2026,
you buy items at the tax-free price right in the store.
Starting November 1, 2026,
you pay tax included → get customs confirmation at departure → receive your refund.
That’s the big change in a nutshell.
So if your Japan trip falls around late October to early November,
this matters even more.

2. From November,
you’ll pay with consumption tax included
The new system changes the shopping process from the very beginning.
When you buy something at a tax-free store,
you’ll first pay the full price including consumption tax.
